HCI Board
The HCI Board delegates tasks and provides feedback to the Management Team, monitors the development and execution of the strategic plan, and monitors the organisation’s planning and policy development. The HCI Board is accountable to donors through an open and transparent reporting system and is legally responsible for the organisation, in accordance with Dutch law.
As of January 2009, the HCI Board consists of the following individuals:

Simon Ebbing (Chairman of the HCI Board), born 11 January 1940 in Wognum, the Netherlands, graduated and received his Master’s degree in Mathematics and Physics. For 31 years, he worked at the Delta Lloyd Insurance Group, where, for the last eight years, he has served as Director of Human Resources. In the spirit of the mission of the Lions Association, to which he is a member, he devotes and contributes his time and corporate experience to a variety of non-profit initiatives and organisations. Sjaak Lambalk (Treasurer of the HCI Board), born 21 November 1957 in Amsterdam, the Netherlands, graduated and received his Master’s degree in history and archaeology from the University of Amsterdam. He subsequently received advanced training courses in accountancy and financial control. He began his career at Walgemoed Accountants (now BDO). Since 1989, he has worked as controller of a Dutch office supply manufacturer, and, from 2000, as Managing Director. He is a member of the Board of the North Holland Entrepreneurs Association and a member of the Lions Association. Marco R. Bijl, born 26 September 1959 in Amsterdam, the Netherlands, received his post-graduate certification from the University of Amsterdam in Business and Human Resources Management. Since the mid-1980s, he has worked as a member of Management Teams, a Director and a Board Member in a variety of large international corporations, including Honig, Nestlé Netherlands BV and PontMeyer NV. He is also the co-owner of Bijl & Reuser HR Professionals. Marco is a member of the Netherlands’ Association of Directors and a Board Member of the Accountability Office for the Industrial Pension Fund Foundation for the Timber Trade. John-Peter Kools, born 30 April 1959 in Amsterdam, the Netherlands, studied Political Science at the Vrije Universiteit in Amsterdam. He is a founding member of the health promotion organisation Mainline, based in Amsterdam. Since the mid-1980s, he has been involved in the development of the grassroots delivery of services and HIV interventions among injecting drug users. He was involved in starting the first needle exchange service in the Netherlands and early community-based HIV responses. Since 1996, he has primarily been involved in initiating and supporting HIV prevention services in Central and Eastern Europe and co-ordinated a multi-country programme on HIV, drug use and poverty reduction in Asia. Currently, John-Peter works on an independent basis for various drug use and HIV-related programmes in transitional and developing countries and has recently conducted an explorative study on substance use and HIV in sub-Saharan Africa. He is also a member of the Board of Directors of the International Harm Reduction Association. [Return to top]
Jaap Veen, MD, PhD, born 14 June 1945 in Amsterdam, the Netherlands, graduated in 1972 from the University of Groningen, the Netherlands and started his medical career as a general Medical Officer in Botswana. From 1980-1989, he worked as a Provincial TB Officer in Groningen (NL). In 1989, he joined the Royal Netherlands Tuberculosis Association (KNCV) as a National Consultant. In 1992, he wrote his PhD thesis, ‘Aspects of Temporary Skin Test Allergy in Vietnamese Refugees’. He has been involved in developing TB programmes and consulted for projects in Malawi, Uganda, Bangladesh, India, Côte d’Ivoire, Kazakhstan, Uzbekistan, Macedonia, the Russian Federation, Georgia and Poland. He has chaired many national and international policy committees, including serving as chairperson of the International Union Against TB and Lung Disease (IUATLD) Committee on Tuberculosis Control from 1988 to 1994. He was a member of the IUATLD Co-ordinating Committee from 1994 to 1998.. In 2005, he retired from KNCV. He is currently working on TB control–related projects in Central and Eastern Europe.[Return to top]
